The ownership and operation of the stadium in question are vested jointly in the Major Dhyan Chand Sports College and the Government of Uttar Pradesh. The stadium primarily accommodates the Uttar Pradesh cricket team and the Major Dhyan Chand Sports College. Furthermore, the establishment is outfitted with a myriad of amenities comprising of an all-weather aquatic structure, an athletics complex, and an enclosed arena. In 2015, the ex-chief minister of Uttar Pradesh, Akhilesh Yadav, sanctioned the development of the stadium in question. Arti Yadav, an accomplished global sportsperson, was also bestowed with a Nano vehicle. The Chief Minister disbursed monetary incentives to outstanding athletes in recognition of their remarkable achievements. Specifically, a sum of ₹21,000 was awarded to each of the eighteen athletes who had surpassed previous records in their recent events, while a higher amount of ₹50,000 was presented to each of the gymnasts who had qualified for the finals of preceding events prior to the official prize distribution ceremony. The national president of the Samajwadi Party (SP), Mulayam Singh Yadav, distributed financial rewards to the triumphant individuals.

The athletic gathering was attended by a conglomerate of 2,800 sportsmen and women representing 32 different states, who participated in a total of 37 events comprising of track and field, in addition to wrestling championships. The Chief Minister issued vouchers for bicycles as commendations to victors in assorted classifications. The Chief Minister additionally declared an allocation of INR 1 crore for the enhancement of gymnastic equipment in response to the distressing state of equipment discovered at Agra.
